Our Team

Disasters have increased in frequency and intensity while resources needed to deal with their impact have diminished. DART was founded by a team of veterans to provide an unwavering focus on what threatens the lives and livelihoods of those who find themselves in disaster’s destructive path.


Wesley ‘Buck’ Buchanan is a U.S. Marine Veteran and former fire fighter, paramedic, and competition marksman. He also trains Emergency Response Dive and Water Rescue teams. He has decades of firsthand experience in incident command and disaster response. Buck’s experience working with other nonprofits make him an invaluable asset. He was inspired to found DART to meet the needs of those left waiting for assistance, before first responders and governmental officials were able to act.


Ketti Davison is a retired U.S. Army officer with over 30 years of experience in military intelligence, planning, and operational design. She holds a PhD in Conflict Analysis and Resolution. After decades spent on destructive conflicts overseas, she decided to shift her focus to constructive efforts closer to home.


Monica Miller is a retired U.S. Army officer with over 35 years of combined uniformed and senior civilian service to the Nation. The purpose of her life is to be of service to others.


We launched DART on June 8, 2023, to honor LTC Jaimie Leonard. Jaimie gave her life while striving to better the lives of others. As we continue to serve, we remember those like Jaimie who have already sacrificed all.
